Bilateralism also involves the normative belief among policymakers from both countries that dealings between them on most issues should be primarily dealt with through one-to-one governmental links; they should not generally involve the private sector, nor should they be settled in multilateral arenas. -Japan relations was characterized by several specific features. First, in most matters of foreign affairs the two countries shared a common and distinctive set of priorities. Without surrendering their particular national objectives, the two nations typically pursued broadly compatible objectives in international and regional affairs.

In a similar vein, Japanese outgoing foreign direct investment (FDI), which was largely insignificant until the early 1970s, also went disproportionately to the United States in the years that followed.
