The forms of government which the SCAP constitution created bore a marked resemblance to what had emerged in the 1920s. The cabinet system was retained, but it was made inescapably responsible to an elected two-chamber legislature. The House of Representatives would have preponderant legislative power, and the House of Councillors was the more junior of the two houses with largely revising powers; mechanisms were built in to avoid legislative breakdown should the two houses become stalemated. In order to prevent a repeat of what had happened in the I 930s, the new constitution laid down that the prime min- 45 Japan since 1945 ister had to be a member of parliament, that he and his ministers would be civilians, and that the majority of ministers had to be members of parliament.

Ultimately, the United States would be forced to acquiesce inJapan's actions. After final hesitations, Japan attacked the United States, Britain and the Netherlands (Butow, 1961 ). In addition, many of the most influential officers, particularly in the army, believed that a conflict between Japan and either the Soviet Union or the United States was inevitable. Japan should prepare for this by mobilising Japanese society and economy and by securing control of vital strategic materials on the Asian mainland.
