The forms of government which the SCAP constitution created bore a marked resemblance to what had emerged in the 1920s. The House of Representatives would have preponderant legislative power, and the House of Councillors was the more junior of the two houses with largely revising powers; mechanisms were built in to avoid legislative breakdown should the two houses become stalemated.
