In fact, as we shall try to show, Russia was only a partial exception to the patterns generally observable on the European labor scene, if not to the inferences that were drawn from them. But in the view of most contemporary observers, if prewar Russia was then experiencing a wave of labor unrest that was becoming increasingly explosive if not revolutionary in character (and was so reported in the contemporary European press), it was because Russia had not yet attained an institutional framework comparable to that of more advanced European countries - including the legal guarantees required for the maturation of a mass labor movement and labor party.

Instead, it reinforced among those workers who participated in the political process a sense of class identity and class consciousness, even as their involvement in this process contributed to the translation and extension of their sense of class interest and class identity into a vision of the society as a whole. Russia's post-1905 political experience also partially rejoined that of other European polities in the issuance by organs of political authority of legislation that eased the efforts of industrial workers to organize and act collectively in their struggle with employers.
