The Standard State Zoning Enabling Act The scientific management reform movement swept the country between 1910 and 1919. Although they initially focused on industrial management, scientific management advocates claimed its universal application to other areas such as schools, philanthropic institutions, governments, and cities. In short, it could be applied to any activity that sought to combine the values of efficiency with functional organization. (Boyer 1983) Zoning was a part of the scientific management movement which was sweeping America in the first quarter of the twentieth century.
