The passage quoted above continues: By rigorous analysis, by accumulation of evidence and by bringing out explicitly value premises, errors and biases can be reduced. But there will always remain a residual of ideology.
The debate about transnational corporations overlapped the debate about neocolonial dependency and proposals for de-linking. Both were part ofthe continuing 'great debate' about development strategy. In that debate Paul Streeten has been an exemplary institutionalist in two senses. There can't be one correct path or strategy: strategies have to fit economic and social and political conditions which vary with time and place. He has also been a sceptical critic of the assumptions and reasoning and practicality ofmost schools ofthought, induding his own.
A reconciliation between the two perceptions, namely, that development can be speeded up by the international 'system' and that underdevelopment is caused by it, is possible along the following lines. The advanced industrial countries emit a large number of impulses oftwo kinds: those that present opportunities for faster and better development than would otherwise have been possible, and those that present obstacles to development, those that stunt growth . . ' Looked at in this way, the question becomes one of designing selective policies for aid, trade, foreign investment, trans-national companies, technology, foreign education, movements of people, etc.
