Decisions on procedural questions are made by an affirmative vote of at least nine members. On all other matters, the affirmative vote of nine members must include the concurring votes of all permanent members (subject to the provision that when the Council is considering methods for the peaceful settlement of a dispute, parties to the dispute abstain from voting). Consequently, a negative vote from a permanent member has the power of veto. If a permanent member does not support a decision but does not wish to veto it, it may abstain.
