From the start, Alan encouraged the leadership teams of these organizations to develop a working knowledge of the official Robert’s Rules and to use it in their work with the organizations; he credits the success of the local congregation and the state notary association (both have achieved international recognition) to the leadership’s consistent application of the principles of procedure and leadership found in the pages of Robert’s Rules. In 2000, Alan retired as the executive director of the Louisiana Notary Association.
It was so important that they put it in the Constitution, making it sure to stay in force unless a large majority of Americans agree to change it. And that’s not likely to happen anytime soon. A country is its citizens, and your organization is its membership. The success of both depends on the members agreeing to the fundamental rules. If you think of your organization’s rules as the framework for your mutual cooperation and benefit, you can understand bylaws and other organizational rules much more clearly.
It’s free to enact its own rules, choose its leadership, delegate to its leadership all or part of its authority, and retain whatever control over its business it wants. A second fundamental principal is the “one person, one vote” principal. Although members of an assembly commonly hold more than one position in the group, one person still gets only one vote. You may be both the club treasurer and the chairman of the program committee, but you don’t get to vote twice at board meetings. Other principles are so close to the heart of matters that Robert’s Rules also terms them fundamental principles of parliamentary law.
